Replacing a Birth Certificate or Requesting Photo Attachment

If you already have a birth certificate, you can apply for a new birth certificate for one of the following reasons: 

  • Attaching photo on your birth certificate if you are over 15
  • Due to wear and tear
  • If your birth certificate is issued prior to 1979
  • Replacement of a birth certificate that has been issued for more than 15 years
  • Changes in the registration details in your birth certificate
  • Elimination of marriage and divorce registration from your birth certificate according to Article 33 of the Irans' Civil Registration Law

Please note that the following documents are required for the registration of your application:

  • If the marriage or divorce is registered on the birth certificate, a copy of the first 5 pages of the Iranian marriage or divorce document along with a copy of the spouse's and children's birth certificate is needed
  • An Australian valid visa or proof of residency more info

  • A completed application form for receiving birth certificate registration services for archived documents (for old sample birth certificate or for birth certificates granted prior to 1979 revolution)

New birth certificate for Iranians with a Lost birth certificate (Duplicate Copy)

If you have lost your birth certificate for any reason and you intend to apply for a new birth certificate,please note that the following documents are required for the registration of your application:

  • If the marriage or divorce is registered on the birth certificate, a copy of the first 5 pages of the Iranian marriage or divorce document along with a copy of the spouse's and children's birth certificate is needed
  • An Australian valid visa or proof of residency more info
  • Providing copies of two valid Iranian photographic documents more info

New Birth Certificate for Iranian Children under 15

Children born to an Iranian father in Australia will be issued an Iranian birth certificate, please note that the following documents are required for the registration of your application on the Mikhak website:

  • Obtaining tracking code
  • Original birth certificates of parents to register child's name
  • Copies of national ID cards of parents
  • JP certified copies of a document with signature of parents on it more info

Required Application Forms

  • A completed new birth certificate application form
  • If the marriage of parents are not registered , Marital Relationship Declaration form needs to be completed and has to be signed at the consular section of the Iranian embassy in Canberra.

    Parents are expected to be present at the embassy to sign this form. The processing fee for the Marital Relationship Declaration form is $ 84 the total amount to issue a new birth certificate for your child is $ 140.

    Note: if your wife is not Iranian and your marriage has been registered at your birth certificate, you are not required to fill in the Marital Relationship Declaration form and only mother's name will be added in the form and the remaining form can be left blank.

New Birth Certificate for Iranian Children between 15-18

Pursuant to paragraph 2 of Article 976 of Iran's Civil Code, children born to an Iranian father in Australia will be issued an Iranian birth certificate, please note that the following documents are required for the registration of your application on the Mikhak website:

  • Obtaining tracking code
  • Original birth certificates of parents to register child's name
  • 6x recent passport photograph photo guidelines
  • Original Australian birth certificate of child parents changed their name
  • Australian valid parents' visa or proof of residence more info
  • Two fingerprint identification cards collected by the applicant's local police

Required Application Forms

  • A completed birth certificate application form for children between 15-18
  • A completed birth certificate application form
  • If the marriage of parents are not registered , Marital Relationship Declaration form needs to be completed and has to be signed at the consular section of the Iranian embassy in Canberra.

  • A completed declaration form for applicants without a birth certificate
  • A completed application form for people claiming Iranian citizenship without a birth certificate

Change of First Name

According to the Civil Registration Law, the change of name and surname will be done with the approval of Iran's National Organisation for Civil Registration, please note that the following documents are required for the registration of your application:

  • Original birth certificate ( Shenasnameh) and two copies of the whole pages
  • 2x recent passport photograph photo guidelines
  • An Australian valid visa or proof of residency more info
  • Two fingerprint identification cards collected by the applicant's local police

Required Application Forms

  • A completed change of name application form
  • Signed application form for the Dispute Resolution Board of the National Organisation for Civil Registration
  • Minutes of the decision of the Dispute Resolution Board of the National Organisation for Civil Registration that the applicant must have signed only the place of signature of the recipient.

Change of Surname

According to the Civil Registration Law, the change of name and surname will be done with the approval of Iran's National Organisation for Civil Registration,please note that the following documents are required for the registration of your application:

  • Original birth certificate ( Shenasnameh) and two copies of the whole pages
  • 2x recent passport photograph photo guidelines
  • An Australian valid visa or proof of residency more info
  • The permit of the husband and the original marriage certificate and birth certificate of the husband with copies of all pages for those women who intend to take the surname of their husband.

Required Application Forms

  • A completed change of surname application form
  • Providing a permit signed and witnessed at the notary public offices or at the embassies of the Islamic Republic of Iran abroad by the father or paternal grandfather for children over 18 who intend to take  the surname of any of them.
  • The permit of the husband for those women who intend to take the surname of their husband.

1st Step

Booking an Appointment

If you wish to apply for a new birth certificate, you need to book an appointment and visit our office in- person in Parramatta.

Every session could last between 1 and 1.5 hours.

Please attend in our centre at the agreed time. In most cases, if you delay for more than 10 minutes, we need to reschedule your appointment as providing services may interfere with our other appointments.

We endeavour to finalise your application in one session.

2nd Step

Collecting Documents

Please gather the required documents listed in the relevant section on this page and make sure to bring along the originals when visiting us in person.

If any documents are missing or you do not have access to them, please discuss document deficiencies over the phone before attending our office as this may delay the process of your application.

3rd Step

Obtaining Tracking Code

At our appointment, we provide you all the necessary advice on your registration at the Mikhak website and we complete all of the predefined steps about processing your application

We will upload your documents on the website; submit your application and print out the tracking code which is an essential requirement for processing your application.

4th Step

Paying the Associated Fees

Depending on the type of services you choose, we would pay the relevant governmental application fees on your behalf, and include the receipt with your application.

Last Step

Lodging the Application by Post

We attempt to finalise your application in a session with a maximum duration of 1.5 hours

Once you are at our office, we typically complete the application.

Your application will eventually be forwarded to Canberra by post for final processing and consideration.

You will be provided the postal package tracking code; and finally, the birth certificate will be sent to your home address directly.

Frequently Asked Questions about Iranian Birth Certificate

  • What is the specification of an acceptable photo ?

    Your photo must have the following specifications:

    • 35mm to 45mm wide
    • 45mm to 50mm high.
    • Clear, focused image with no marks or 'red eye', visible shoulders
    • Face centred and looking straight at the camera; Non tilted face in any direction
    • Plain white background
    • Uniform lighting (no shadows and no reflections) with proper luminosity
    • No hats, no glasses, no jewelries
    • Women wearing Islamic Hijab
    • Less than six months old
    • Photos be endorsed in Persian language by name & surname; date of birth & national ID Number

     Acceptable Photo Example:

  • My passport has expired, can I provide another document to apply for a new birth certificate?

    If you do not have a valid Iranian passport, one of the official documents with photo, such as an Australian passport, residence card, driver's licence or student card must be presented .

    In case of a change of name and surname in the abovesaid official documents, a copy of the Change of Name Certificate should be submitted.

    It is recommended that you apply for a new passport at the same time as your birth certificate.

  • In order to apply for a duplicate birth certificate, I was asked to send a copy of two valid Iranian documents with my photo on it , what documents are accepted?

    You can provide any of the two following documents:

    • Iranian passport
    • Driver's licence
    • Military service card or military exemption card
    • Educational certificate
    • Identity cards
    • National ID card
    • Birth certificate of father, mother, spouse or children
  • Which signed documents from my parents are accepted to issue my birth certificate?

    A JP certified copies of the Australian or Iranian passport from your parents are acceptable documents.

    Both signatures on the birth certificate application form and your JP certified documents should be the same.

  • My parents changed their name on my Australian birth certificate, what proof do I have to provide to get a birth certificate?

    Please include Change of Name Certificate if your parents have changed their name on your Australian birth certificate.
  • Do I need to get approval from from Iran's National Organisation for Civil Registration for my child's name?

    According to Article 20 of the Iranian Civil Registration Law ratified in 1976, the right to choose a name for the children is given to the declarant (parents). Nonetheless, certain names are considered inappropriate because the name is inconsistent with the baby's sex or has been deemed illegal in Iranian law.

    Iran’s National Organisation for Civil Registration prepared a list of both allowed and unauthorised names. Parents can check this link to find out whether their preferred child's name is allowed for registration purposes or not.

    If the chosen name is deemed to be unauthorised for the child and the child has already been issued an Australian birth certificate, the parents may choose an alternative and authorised name and write on the back of the Australian birth certificate “ I wish to apply for a birth certificate for my child under the name ….. “and sign this statement.

    Also, parents have the option to request from Iran’s National Organisation for Civil Registration to approve the preferred name and obtain a permit, then parents can use their desired name for the child. Parents can lodge their request through this link.

    Note: Religious minorities (official religions in Iran’s constitution) can choose any name for their children in accordance with their culture and religion.

  • My child was born outside Australia, is the original birth certificate accepted?

    If the child was born outside Australia, the original birth certificate must be approved by the representative office of the Islamic Republic of Iran in the country of birth.

  • What does an Australian valid proof of residency or visa evidence mean?

    Australian proof of residency includes any documents which shows that you live in Australia.

    The documents are included but not limited to:

    • Australian Passport
    • Australian Citizenship Certificate
    • Visa Grant Letter for a temporary or permanent visa
    • Australian Travel Document

  • Do I have to use the services of your centre to do my Iranian citizenship matters?

    As applications relating to Iranian citizenship matters including passport, granting power of attorney or registering your marriage et must be submitted electronically and online, some Iranian citizens may find it very difficult to enter the details correctly on the "Mikhak" online system and may require advice and assistance. We can help them to get the request properly entered and recorded in the system and lodge their applications.

    However, in any case, if you think that you have access to the relevant information and have enough confidence, you can lodge the relevant applications directly by yourself.

  • What services do you provide ?

    In brief, we will:

  • Do you legally represent me for my matter ?

    It is a standard practice in Australia where people can nominate a person to represent them or choose a lawyer to handle their paperwork or nominate a person as their representative to Centrelink, telecommunication companies, etc.

    Unfortunately, there is no legal mechanism for us to take direct responsibility for applicants' cases in citizenship matters pertaining to them such as the issuance of an Iranian passport, Iranian identity card, etc.

    The services that we offer is to prepare and lodge your application per the requirement of the Iranian legislation, however, we are unable to legally represent your matter.

  • Do I need to make an appointment to discuss about my citizenship matter?

    Yes. Based on our experience it may take between one to one and a half hours to complete a task related to an Iranian citizenship matter and making an appointment is strongly recommended.

    Unfortunately, we do not provide walk-in services.  

  • Do I need to physically attend in your centre to complete my Iranian citizenship matters?

    In most cases, our assistance requires your physical attendance at the office, but we will advise you in advance if your matter does not require you to be in the office.

  • Do you protect my privacy and my personal information?

    We take seriously the issue of privacy.

    We will not, under any circumstance, allow your private and confidential information to be handed to a third party unless that is required under Australian law.

    Please rest assured that the private matters you share with us will remain completely confidential and will not be passed on to anyone else without your prior consent.

  • What is Mikhak website?

    Mikhak is the Persian abbreviation of the "Integrated Consular Services Management System," an online service platform where you can create, submit and manage applications pertaining to your Iranian citizenship matters.

    The application submitted will be administered by the respective consular section of the Iranian embassy in your designated country.

    Mikhak is the front door of all electronic consular services including passport application, marriage or divorce registration, granting a power of attorney, authentication of documents, etc.

    Using Mikhak you can:
